Pet-friendly laws in California

I was pleased to see that Gov. Arnold Schwarzenegger recently signed several pet-friendly bills addressing tethering of animals, leaving pets unattended in vehicles and animal fighting. While I would prefer that we never needed laws like these, I am glad to see that these dangerous acts now incur appropriate penalties. I would love to see laws like these in every state!
